A Navy Midshipman, Alex, and Army Cadet, Clay, are both jogging down a trail with a third guy trailing behind. Alex stops and sees a car out in the field. Both men head down to check out the vehicle. The keys are in the car, doors and trunk are open but nobody is around. They see the back is full of medical supplies, some used. Alex looks over into the brush and spots a body. Both men walk up to the man, who is face down and discover he’s dead.

In the squadroom, Tony goes through McGee’s desk and takes out a box of CD’s titled “Download Your Destiny.” He sneaks over to his desk, removes a CD and begins to put it into his computer. Ziva stops by his desk and calls him on what he is doing. Tony is being nosy, wanting to listen to McGee’s self-help cd’s. Both of them listen for just a few minutes and Ziva’s had enough. Gibbs walks in and tells them they have a dead body. Tony packs up the self-help cd’s and returns them to McGee’s desk. Gibbs catches him and tells him to stay out of McGee’s desk. Gibbs asks where McGee is and Tony responds, “Maybe little Timmy missed the short bus.”

McGee is at a coffee shop getting coffee for everyone. The clerk hands him 6 cups of coffee and a bag. McGee tries to protest it’s a bigger order than he asked for but the clerk walks away. McGee struggles with the order and a woman sitting nearby offers to help him. When he drops the bag of pastries, she gets up to help him. Her name is Amanda and she’s a graduate student and likes to go to the coffee shop to work sometimes. McGee’s phone rings and with his hands are full so he gets Amanda to reach into his pocket and take his phone out. Tony calls to find out what is taking “McGoo” so long and he needs to get a “mcmove on.” Amanda hangs up the phone for McGee, as he asks her if she’d like to get coffee together one morning. Amanda enters her phone number into McGee’s phone so he can call her. McGee says, “speed dial.” She replies, “The sooner the better.”

The team is at the crime scene taking photos and processing the crime scene. McGee shows up late and Gibbs comments on it. DiNozzo is more worried about whether or not he got his scone. He also comments on the bounce in McGee’s step and sparkle in his eye and knows it’s a woman. McGee doesn't comment. Tony tells Gibbs the victims name is Doctor Cirreux. He is divorced with no kids and owns a medical practice in town and in Paris. Meanwhile, Ziva was able to pull up some threads from the carpeting on the car. They make note of the fact that not all of the medical supplies in the vehicle were used which indicates the killer brought the good doctor here to fix him/her up, then killed him. Vance shows up because he saw the details of the crime scene and wanted to see for himself. He mentions to Gibbs that the details of the shooting were similar to a previous case.

Ducky is processing the body and hears someone come up behind him. He thinks it’s Gibbs but it’s Vance. Vance wants to know what Ducky has. “The killer intentionally, shot his victim in such a way he slowly bled out,” Ducky says. The victim fell back into the brush and later on, was turned over so a second bullet could be delivered into the base of the skull. “It’s a signature. She always delivers the second shot to finish the job,” Vance says. Gibbs walks up and wants to know who ‘she’ is. “Lee Waun Kai, a North Korean operative. She was just in Los Angeles,” Vance says. Vance said Kai was injured and probably carjacked the doctor and got medical attention. Vance indicates he has been hunting for her for 20 years. He sees a movement behind Gibbs, in the bushes. He sees Kai but it appears nobody else does. When he looks again, she’s gone. “Coincidence?” asks Gibbs. But Vance believes the body being dumped in his jurisdiction isn’t a coincidence. “Find Kai, she’ll use deadly force, so should you,” Vance tells the team.

In the squadroom, the team is going over the background on Lee Wuan Kai. She’s a North Korean assassin, a one-time fanatical nationalist, credited with 27 targeted hits in 7 countries, dozens more by association. “She likes quiet walks on the beach, laughing with friends and playing Frisbee with her cocker spaniel Roofus,” Tony adds. Ziva rips the paper out of his hands and tells Tony it doesn’t say that. Tony says Kai is killing him just by looking at her. He compares Ziva and Kai and says they have a lot in common. Ziva tells Tony he annoys her most of the time. “Director shows up at a crime scene, something isn’t kosher,” Tony says. Ziva gives him an odd look and he responds with, “Figure of speech.”

McGee is texting on his phone and Tony doesn’t resist an opportunity to tease him. “Oh, oogling the numbers of the new girl. Look at you McDigit. I’m having a Kreskin like intuition here. Is she a redhead? She is. Look at you, pulling a page from the Gibbs playbook,” Tony says. Ziva tells McGee to not pay attention to Tony. She says she is sure she is lovely. “Why is she nice to you and not to me?” Tony asks. “Maybe because you broke into my desk and stole my motivational cd’s,” McGee says. Tony tells him to stop drinking the motivational kool-aid. McGee gets a hit on the doctor. There’s a lawsuit pending against Elan Cirreux and multiple police reports filed against him. A nurse, Linda DiMarco accused him of sexual assault. Reports indicate she wanted to kill him.

Gibbs goes into Vance’s office. Vance wants to add more agents to the case to help out. Gibbs agrees but doesn’t feel Vance gave him much time. Gibbs expresses his doubts that Kai is there but Vance doesn’t agree. Gibbs sits down and tells Vance he wants it all. Seventeen years ago a UN Peace Keeping force marches into Yugoslavia. The entire city of Belgrade went Purple. One night they were walking near the opera house. Someone took a shot at a local political. The shooter was a young girl, Kai. Vance and his partner, Neil Wilson, were first on scene. Vance landed a shot in her chest and thought he killed her but she got up like nothing happened. She put one in Vance’s shoulder and 2 in Neil. While he was lying there looking at his partner he could feel Kai's piece in his neck. He waited for her to kill him but nothing happened. Every day since then, he thought about Neil’s wife and baby. Kai is referred to as “The Phantom.” Gibbs phone rings and he takes it. Once he’s done with the call he heads out of Vance’s office, telling Vance when they get a lead, they’ll let him know.

McGee and DiNozzo are walking to Linda DiMarco’s house. DiNozzo wants to know if McGee is texting with Amanda the “coffee vixen.” “Text sex huh. Will you ask her what a question mark wedged with 2 dollar signs means because it sounds kinda kinky to me,” Tony says. McGee says she wants to see him tonight but he is probably going to have to work. “Oh don’t tell her that. Tell her you’ve arranged a water bed, some squirt guns and a little bit of candle wax. Listen to Madonna too; women like Madonna,” Tony says. They knock on the door and identify themselves. Tony hears the door lock and leans his ear toward the door just as he hears the sound of the slide action on a 12 gauge shotgun, jacking a shell into the chamber. They both dive for the ground, pulling out their weapons as a shot is fired through the door. Tony identifies himself as a Federal Agent and orders her to put her gun down. Linda assumes Cirreux sent them but realizes they are federal agents. She comes out and puts her gun down. “Who do you think you are, Sarah Palin?” Tony asks. DiMarco is brought into interrogation and the team discovers her alibi checks out. McGee, Tony and Gibbs are standing in the observation room. Gibbs says DiMarco didn’t do it, to notify Metro PD, fine her and take away her toys. “You hear him self-helpless, call Metro,” Tony says. “You call them,” McGee responds. Both men are afraid of “Florence Nightengale” as Tony calls her, because DiMarco is a nurse. Tony takes the call to Metro, leaving McGee to uncuff DiMarco.

In autopsy, Ducky informs Gibbs that Cirreux was in a good health and probably would have lived another 2 decades had he not been gunned down. Gibbs wants to know what is puzzling Ducky. He found a single human hair on the body, not in it. This hair is a solitary black hair tied on the ring finger in a perfect bow. It was full of DNA and he sent it up to Abby. Ducky gets Abby and she tells them she ran the blood sample at the end of the hair strand. She got confirmation that the white blood cell count was high, which means the individual was injured or fighting an infection. Abby also ran the DNA through the system and got a hit. She points her finger towards the next screen and the photo of Kai.

Vance is home looking at his family photos on the wall. His wife, Jackie, tells him dinner is ready but he’s not hungry. He wants to know where the kids are. She sent them over to a friends house to do movie night. Vance wonders why they never do movie night and she says it’s because he’s never home. Jackie knew when he called and said he was coming home early something was up. They argue for a brief moment over his old partner and Jackie leaves to take dinner off the stove. The phone rings, it’s Kai calling Vance. He wants to know how she got his number. “Give a girl some credit, I’ve been doing this for a while. You should know that better than anyone,” Kai says. He tells her that everyone is looking for her and she says she is flattered but she only has eyes for him. Vance texts Gibbs "Home phone - Kai." Gibbs has McGee do a back-trace and sends Tony and Ziva to Vance’s house. Vance reminds Kai she is hurt. They exchange small talk about their history while McGee tracks down Kai’s location. He discovers she’s outside his house. Jackie is emptying the trash and notices a woman parked in front of their driveway. Vance tells Kai it’s not going to end well and she wants to know if he will miss her when it does. Gibbs texts Vance, “she’s outside.” Vance hangs up the phone and runs for his gun. Jackie approaches the car, calling out to Kai, unaware there is danger. Vance comes running out of the house, gun drawn, calling for his wife to get down. Kai starts up the car and drives off. Jackie questions Vance what just happened and who the woman was. He leans in and hugs her.

Sitting in Vance’s living room, Gibbs tells Vance Ziva will spend the night. Gibbs tells him it’s either that or a safe house when Vance protests. Vance dismisses Ziva so he can chat with Gibbs. He tells Gibbs that no matter where they go, they won’t be safe, Kai is that good. He plans on putting his wife and kids on a plane somewhere until it’s safe. Jackie tells him she’s not going anywhere. She knew the risks when she married him, knew she’d always look over her shoulder. She has always felt safe until now. He lost his partner but Vance is now her partner, she’s not going anywhere. Vance agrees to 2 agents, around the clock and vehicle escorts. Gibbs leaves to make the arrangements.

Back in the squadroom, McGee and DiNozzo are catching Gibbs up. DiNozzo ran the plates from Kai’s car. The vehicle was reported stolen from an airport. McGee realizes he just read something about the same airport and pulls up the article. Jason Cutler flew his private plan across the country 3 days ago, after arriving safely in Fairfax, his family filed a missing persons report. Gibbs says he’s probably dead and wants Abby to dust the plane for prints. “He was Kai-jacked,” Tony says but regrets it immediately. Gibbs tells them to recall NCIS Special Agent Dunham, he’ll know why. McGee checks his watch.

McGee races up to a restaurant where Amanda is waiting. He tells her he only has a few minutes. Amanda says, “Let me guess, work.” She tells him he could have called but he wanted to see her. He asks her to go for a walk, just for a few minutes. Amanda suggests they get some food to go, like garlic bread. He suggest Canoli’s. She tells him they can figure out dessert, later when he’s done. He’s worried it’s going to be late but Amanda has a paper she has to work on. She offers to come over to his place when he’s done working, he just has to call her.

The next morning, a smiling, happy McGee comes into the squadroom. Tony is upset because he was at the office all night, working the case and McGee was with "sexy Miss-text messaging". He quotes Charlton Heston in the movie Planet of the Apes. Tony says he’s proud of McGee. He wants to know if McGee took photos, which he says he didn’t. Ziva says she looks forward to meeting her, as long as she’s good enough for McGee. McGee says she is. Gibbs walks in and tells them, “Conference room, now.”

The team meets with Agent Dunham. Ziva and Dunham flirt a little which doesn’t sit well with Tony. Gibbs comes in and sits down. Dunham gives the team the background history on Kai. A bunch of military doctors and government officials got young girls into a program and trained them to be assassins. He mentions a name, Pak Su Ji, an old Lieutenant who was around since day one of the program but is retired now. He is part of a permanent mission to the United Nations (U.N.). Dunham mentions it’s funny that Kai is in town and Ji just checked into a downtown hotel. He and Ziva exchange a look, which doesn’t go unnoticed by Tony.

Tony walks into the ladies room as Ziva is fixing her hair. He checks the stalls to make sure they are alone, then locks the door. Tony tries to warn Ziva off of Ji, but he’s really talking about Dunham. Ziva tells Tony to stop being a big brother and comments that Dunham does clean up nice. She says the last thing she needs is a Chad Dunham. But, she wants to know if she wanted to get him, how would she go about it. She says brute force sounds good. Tony asks if they are talking about Dunham or Ji. Ziva laughs and walks out.

Abby is talking to McGee about the ballistics report. She isn’t done running the report so McGee says he’ll come back later. She remarks how happy and confident he looks and wants to know if there is anything he wants to tell her. He tells her he started seeing someone. She hugs him and tells him how thrilled she is for him, but she already knew and was waiting for him to tell her. Abby talks about Eric from the LA office and how helpful he’s been working with her on the whole “Kai thing.” She rants about how she has never met him or been to LA, other than for a wedding. McGee tells her he has to get back to work and leaves.

In Vance's office, Gibbs and Vance are talking. Gibbs wants Vance to contact the North Koreans to let them know Kai might be there to assassinate one of theirs. Gibbs feels Kai is in town to assassinate Ji, not Vance; she is only toying with Vance. Vance doesn’t agree with Gibbs and feels the North Koreans won’t listen. Vance says Kai is playing some kind of game. He wants to know what she’s doing and what she really wants. Ziva comes into the office and tells Vance to turn on the news. The news is reporting sniper fire and an assassination attempt made on Ji. Ji is being rushed into surgery but isn’t dead yet. Without a word, Vance returns to his desk and picks up the phone. Ziva leaves followed by Gibbs a moment later.

In the squadroom, the team is watching the news. Vance comes in to report that Pak Su Ji was hit with 2 - 7mm sniper rounds but he’s still alive. The team feels that Kai is off her game because Ji is still alive. DiNozzo wonders what her pattern is and Ziva asks who Kai is working for. Vance’s cell phone rings, the state department called to tell him they have a message for him from the North Koreans.

Gibbs and Vance are in MTAC, speaking to a woman from the State Department. The North Koreans contacted them through back channels about Kai. They were saddened to hear of the attempt on Ji’s life but wanted the U.S. to know that whatever Kai is doing is against their wishes. They offer their assistance in catching Kai and intend to prosecute her to the full extent of the law once she is caught.

Tony is sitting at his desk, talking to a slice of pizza and McGee before he takes a bite out of it. He is quoting the movie “White Heat” which McGee confuses with “White Knights.” Tony wonders if Kai is just trying to impress the Director. The elevator bell rings and Amanda steps off. “McGee your mcsqueeze is here,” Tony says. Security had called up to announce her and Tony told them to bring her up. Amanda says she had gotten McGee’s text but stopped by to say goodnight. McGee introduces her to Ziva and Tony. Ziva is pleased to meet her but Tony says Ziva isn’t, she’s lying. Tony offers Amanda a slice of pizza, which she accepts but never gets. Tony winks and tells McGee to take her on a tour of the facilities, the copy room door locks from the inside. McGee says they have a lot of work to do so he is going to have to take her downstairs. Ziva comments how the 2 of them look good together, like they were meant to be. “If you believe in that kind of thing,” Tony says. McGee sees Amanda down in the elevator. She kisses him before she gets off the elevator and says she’ll see him for coffee in the morning. McGee looks troubled as Amanda walks off.

Vance is in the escort car heading home. He tells the agents that traffic should be light, it should be an easy ride home. As Vance settles back, he notices an envelope with his name in red on it. He opens the envelope and pulls out a photo. It’s a photo of Kai when she was younger holding what appears to be an AK47. Written across in red is, “Why?”. Vance turns around and looks behind them. His phone rings and he is informed that Ji has died.

Gibbs is getting up to speed in Abby’s lab. Abby tells him that Ji didn’t die from his gunshot wounds. He was poisoned. Both bullets were dipped in Atropa Belladona (deadly nightshade). “Never trust a beautiful woman,” Gibbs says. Abby says that whoever killed both men created a backup system with the poison. She then asks Gibbs what he’s hiding and he pulls out a Caf-Pow. She tells Gibbs it’s too late and he holds up a second cup, “No Caf Pow” – no caffeine. The cup is blue and has a moon with sunglasses on it. Abby tells Gibbs he’s an enabler and she loves him for it.

McGee meets Amanda the next morning for coffee. She goes to kiss him but he won’t let her. He tells her he’s been up all night because something felt off. He never told her he worked for NCIS and wants to know how she knew. Amanda claims he told her. He says he only tells people his cell phone or pager number but never where he works. He wants to know how she knew and what she wants. Amanda’s voice changes and she demands to know where Kai is. She keeps asking and pulls a gun on McGee. Suddenly, two shots ring out and Amanda goes down. McGee calls out Amanda’s name and realizes she’s dead. He looks around and sees Kai standing across the way with a gun aimed his way. A few people block his view and when they move, Kai is gone.

In the squadroom, the team is reviewing Amanda’s background. Her real name was Juliet Lauren Tippon, born in South Africa. She worked for her own government before going freelance. North Koreans hired her to get to Kai before NCIS could. They feared she would give up, join them the US, and tell them what she knew. Gibbs says McGee would have been killed because he couldn’t give Amanda Kai. Vance says instead Kai saved his life.

In the squadroom, McGee says he’s going to join a Monastery. Gibbs walks in and tells McGee to connect Cirreux to Ji. Tony starts talking, narrowing down possible connections. Gibbs turns and gets in his face, "What did you just say?" he asks. Tony had said no kids. Gibbs realizes that's the connection. Both men had hand, foot and mouth virus so they were exposed at some point.

In Abby's lab, Gibbs asks Vance what the team that recruited Kai consisted of. Vance says they were full of doctors, government types. Gibbs has Abby pull up the group photo from the program. He looks at the group shot and points out Kai. A much younger Ji and Cirreux are in the photo. Kai is murdering the men who did this to her, the men who turned her into a killer.

Ducky and Gibbs are talking in autopsy. Ducky is profiling the 2 men. He says Cirreux turned weak little girls into cold hearted killers.. Ji was the father figure, the puppet master. To Kai he was a Frankenstein. All her life she was pursued by one man, who chased her, courted her. She has probably never had a relationship, never known love. In her mind, Vance has always been her partner in all of this, the one man she could count on.

Vance arrives home, the agents are not there. He wonders where the agents are and calls out for his wife. Jackie comes in, looking scared and tells him she’s okay. He looks down and sees both agents on the floor. Kai walks in behind Jackie, holding a gun, and says “Hello Leon.” She only tranquilized the agents which she feels is much better than the alternative. He wants to know where his children are. Kai says they are gone. She waited for his children to leave before going into the house. He tries to talk to her down and wants her to let Jackie go. She pushes Jackie away toward the other room and tells Vance she is counting on him to do what he did before. She shows him the scar where he shot her years ago. She wants him to kill her, to finish the job. Vance wants to help her but she moves closer, gun aimed at Vance. A shot rings out, Kai begins to bleed from the heart and she goes down. Jackie is standing across the room holding a gun. Vance motions for her to come to him. While he holds Jackie, he looks down at a dead Kai, bleeding on his floor.

As the Vance household is being processed as a crime scene, McGee does a voiceover from his self-help tape, the part DiNozzo and Ziva listened to at the beginning: “Who we are might be predetermined. The path we follow is always of our own choosing. We should never Never allow our fears or the expectations of others, to set the frontiers of our destiny. Your destiny can’t be changed but it can be challenged. Every man is born as many men and dies as a single one.”
