Two men walk into a bar to meet women. Alfonso has complained to his buddy about not having a girlfriend, so his buddy brought him to the bar to meet women. Alfonso practices two pick-up lines on his friend: “Is it hot in here or is it just you?” “Are you Jamaican? Cuz Ja-makin me crazy.” A woman sitting at the bar in front of them chuckles as she listens. She turns around and tells Alfonzo to just be himself. She introduces herself as Lynn. As they begin to talk, Alfonzo’s eyes are glued to the television where the media is following a live car chase. Alfonso tells his buddy that the car being chased belongs to his brother. Just then, Alfonso’s cell phone rings. He answers it and asks his brother what is going on. His brother tells him it’s happening now, wherever Alfonso is, he has to run now. Alfonso watches, horrified, as his brother’s car explodes on the television.

In the squadroom, Ziva and Tony exit the elevator. Ziva is laughing because Tony is taking dance lessons. Tony tells her National Tap Dance day is May 25th. Tony wants to go to the National Tap Dance parties. Tony talks about all the ladies that will be at the party. Ziva tells him she went to an “International Talk Like A Pirate Day” party last year. Tony says, “You did not? Excellent. Argh, let me hear some pirate speak.” “Why is McGee wearing a tuxedo jacket?” Ziva asks as she watches McGee standing at his desk, headset on. Tony and Ziva can’t resist the chance to tease McGee when they realize he’s attending an online wedding. McGee tells them that a gamer buddy of his from Spain set up the online live viewing for people who couldn’t make it. “I would be laughing if I weren’t on the verge of tears. This is sad,” Tony says. Gibbs walks in and begins to tell the team to grab their gear but stops mid-sentence. Tony tells Gibbs that McGee is at a wedding. McGee tells Gibbs it’s almost over. Gibbs just looks at them then says “take your time.” The wedding finishes so McGee tosses confetti at his monitor, then removes his headset and thanks Gibbs. Gibbs tells everyone to grab their gear, they have a dead marine in an exploded car. McGee asks for a minute to change but Gibbs tells him no, he’s had his minute.

At the crime scene the team reviews the evidence. The car was registered to a Lance Corporal Roman Vega who was stationed at Quantico and just returned from his second tour in Iraq. They realize the bomb was in the trunk and exploded when Vega hit a pothole. Ziva reviews the evidence and believes the detonation was an accident. “We found the torso,” Palmer calls out. Ducky says they will need DNA to positively ID the body as it’s burnt up and there are many parts. Ducky says they are still missing major body parts. “Oh yeah, sorry forgot about that,” McGee says as he holds out a bag. Palmer takes the bag, opens it and says, “That’s the head.” McGee found what is left of the head behind the bowling alley. “I do hope if the time comes when your head finds itself removed from your body, it is treated with more respect,” Ducky tells McGee. Ducky and Palmer continue their search for the rest of the body parts. Gibbs tells McGee that they need a tow truck. McGee opens his phone but can’t get a signal and comments how weird that is. “Weirder than you carrying a head around in a bag then forgetting about it?” Tony asks. McGee moves his phone and indicates he has a signal there but not when he’s closer to the car. Tony mimics McGee’s movements. “Yeah I got a dead spot like that in my therapists office,” Tony says. McGee asks why Tony is seeing a therapist. Tony claims it’s a physical therapist because he hurt his knee ‘kneeling.” McGee doesn’t believe him. McGee heads over to his bag and pulls out a Geiger counter, he thought of something that could cause RF Local interference. He walks over to the car and does a scan. As the machine makes a static noise, Tony grabs McGee’s jacket and pulls him backwards. “Radiation,” McGee says.

The team is huddled by a Hazmat vehicle, dressed in white jumpsuits. “First the plague, now radiation poisoning. I’m starting to think someone really has it in for me,” Tony says. Ziva and McGee remind him they were all exposed. “But don’t let you stop that from thinking about yourself,” McGee adds. “This isn’t about me. It’s about my little DiNozzo makers. They’ve been nuked,” Tony says. “I know,” McGee responds. “Do you? I mean sure Tim your kids are gonna be smart but mine had a shot at being really beautiful,” Tony says. Ziva rolls her eyes and walks away. “Hopefully Gibbs will bring us some good news,” Ziva adds. Abby comes running up in a yellow Hazmat suit and Tony says, “Now that doesn’t look like good news.” Abby jumps into Tony’s arms and tells them she was worried. Gibbs tells them they are okay. Abby says they only found minute traces of radiation in the car, they can have their clothes back. “Nice work McPanic,” Tony says. McGee asks Abby about the source of the radiation. She tells them that it wasn’t the bomb, but the vehicle had been used to transport Cobalt 60, a byproduct of nuclear reactors, aka ‘dirty bombs.’ Tony asks why Lance Corporal Vega was transporting dirty bombs but Ziva says the most important question is, “Where is it now?”

The team arrives back at the squadroom. As they exit the elevator, they are all on the phone gathering information and as they each hang up, they tell the person on the other end to not talk to the press. “This just in….” is heard from the big screen in the squadroom with a featured headline “Dirty Bomb Loose in D.C.” Tony reminds them Gibbs is going to want a full briefing when he’s done talking to Vance and asks what they have on Vega. McGee tells Tony he did a preliminary workup on Vega while Tony was showering for the third time. Vega and his brother, Alfonso, went to live with their Aunt after their parents were killed. Ziva points out the cell records show that Roman called his brother during the police chase. Tony wants to bring Alfonso in but McGee informs him that nobody knows where he is. Tony yells at McGee to find Alfonso.

Gibbs and Vance are walking into the conference room. Gibbs tells Vance he’s busy working on the case. Vance introduces Gibbs to Walter Cane, who tells Gibbs he’s been following him. “What on my blog?” Gibbs asks. Walter says not exactly, he does his research but he knew they would end up meeting eventually. Walter runs a private intelligence firm and they do work for the Pentagon. The government outsources to company's like Cane's for countries they are not at war with. "Like Peru?" Gibbs asks. Walter’s group is tracking a group called “New Liberty” out of Peru. They claim to be a grassroots organization, formed to protest U.S. anti-drug policies in Peru, which they say have caused civilian casualties. Cane thinks they are planning an attack to weaken the U.S.'s resolve. Cane has evidence that Vega has been seen with suspected New Liberty members in Lima and for a man with no family in Peru, he travels there quite a bit. "That's it?" Gibbs asks. "That and the fact that his car glows in the dark," Vance replies. "I don't deny our intelligence linking Vega to these terrorists is slim. We're the victims of budget cuts like everyone else but we're sure there's a cell here and Vega was our only link to them," Cane tells them. Vance thanks him and shows him out. Vance tells Gibbs he has to testify before the Senate on an upcoming defense contractor bill. He tells Gibbs the real reason they don't have money is because the boys on the hill spend it on toys they don't really need. Gibbs phone rings McGee calls to tell him they have a lead on Vega's brother - he just logged into his email account at the DelMont Hotel.

The team shows up at the DelMont Hotel. Alfonso Vega stopped in at the lobby, used one of the guest computers, then checked into a room. The desk clerk told McGee that 'the kind of people you don't want to mess with' have been coming and going every since. "Are we knocking?" Tony asks. When Gibbs says no, Tony, Ziva and McGee draw their weapons. "Would you like the honors?" Tony asks Gibbs. Gibbs moves from behind Tony to remind Tony he's wearing a sling. "Oh yeah I forgot," Tony says. Tony kicks the door down and the team enters. They are met by two bodyguards inside the room, who also draw their weapons. Alfonso stands up, looking scared. The NCIS team identifies themselves when M. Allison Hart walks into the room. She tells the two bodyguards to put their weapons down and tells Gibbs that Alfonso is her client. "Since when Alfonso?" Gibbs asks. Allison tells him to not answer that. "This is going to get ugly," Ziva says. "I hope so," Tony replies. "Go on, get out of here," Gibbs tells his team. Gibbs asks them to turn the television off. Alfonso looks scared, but Allison reassures him it will be okay and asks him and the bodyguards to give her and Gibbs a minute. After everyone exits the room (although the door is still open and everyone is standing in the hallway), Gibbs asks her if she's seen the news lately. They start to argue and he tells her he doesn't have time for this. "For what, the law?" she asks. Gibbs tells her he doesn't have a problem with the law. Allison tells him Roman Vega was a new client of hers. He had contacted her a few weeks ago and then when his brother was killed, Alfonso contacted her. She stops and stares at the doorway, so Ziva, McGee and Tony pretend they aren't listening. Gibbs walks over and shuts the door to the room. As a precaution, Allison asked Alfonso to meet her at the hotel and arranged for private security. "Colonel Bell's men?" Gibbs asks. "Colonel Bell owed me a favor after I rescued him from that Mexican hell-hole you sent him to," she says. "Not me, the rule of law. Which also says that I have a right to talk to Alfonso," Gibbs argues. Allison tells him it does, and he's more than welcome as long as she's in the room.

Gibbs sits down in the interrogation room with Alfonso and his attorney. McGee is watching in the observation room when Tony comes flying in, worried he'd missed it. McGee asks where Ziva is and Tony says "bringing the popcorn." Gibbs just stares at Alfonso. "Mr. Gibbs is just trying to make you nervous, don't let him," Allison tells Alfonso. "Special Agent," Gibbs whispers. "Excuse me?" she asks. "Special Agent. Special Agent Gibbs. And I'm not trying to make you nervous, I just need answers. And I think you want answers to considering your brother's dead," Gibbs says. "Now he's trying to piss you off," Allison says then tells Gibbs to just ask the questions. Gibbs asks Alfonso about the phone call he got from his brother just before the explosion. Alfonso tells him his brother told him to run. Gibbs wants to know why Roman told Alfonso to run and if Alfonso was aware of what his brother was transporting. Allison keeps telling Alfonso not to answer. Gibbs asks Alfonso if he was aware his brother was part of "New Liberty." This silences Allison and Alfonso as neither seem to be aware of this information. From behind the glass, Tony says, "Nicely done" and then wonders where Ziva is with the popcorn. Smugly, Gibbs asks if she'd like a minute alone to confer with her client because he obviously knows something she doesn't. Alfonso begins to answer and she tries to stop him. Alfonso learns that New Liberty is a bunch of drug dealers and insists his brother wasn't part of it. When Gibbs continues to ask questions, Allison tells Alfonso not to answer. Alfonso tells her that he wants answers to so he begins to tell Gibbs what he knows. Alfonso doesn't know what his brother was into exactly but he knows it wasn't good. Alfonso works for a cell phone company and Roman asked him to back-trace some calls to a warehouse in Virginia but wouldn't tell him why, just not to trust anybody. "I hope I'm not making a mistake trusting you," Alfonso says. Allison lets out a small laugh and stops herself.

Gibbs walks into the hallway and meets up with McGee and Tony. They wonder if Alfonso is telling the truth and Gibbs believes he's telling a story he's just not sure whose. As Gibbs rounds the corner, Ziva comes running down the hallway telling them she's got the popcorn, but burnt the first batch. Gibbs walks up to her, takes the popcorn and opens it, smiling. As he grabs a handful, he tells Tony to take Ziva and check out the warehouse. As the two leave, Allison comes out of the interrogation room and asks if Gibbs is feeling pretty satisfied about what just happened. Gibbs looks at McGee, who stammers that he's going to go and get a haircut. After McGee leaves, Gibbs smiles and says he's feeling pretty satisfied. She demands the release of her client because Gibbs hasn't charged him with anything yet. Gibbs tells her terrorism. "Spoken like a third world dictator," she says as she follows him down the hall. Gibbs tells her if Alfonso is telling the truth, he's probably better off staying there anyway. "Fine, if he's staying, I'm staying," Allison replies. Gibbs tells her that's fine, she just passed the door to the vending machine and walks off.

Tony and Ziva pull up to the warehouse. They discuss who would win a knife fight, gun battle or hand-to-hand combat between Gibbs and Allison. Ziva talks about the importance of a fight when she notices Tony walking with the Geiger counter and asks him what it is. He tells her and then says one can't be to careful. "What do you think Corporal Vega was doing in an empty warehouse?" Ziva asks. "I don't know why don't you pick the lock and find out," Tony replies. Ziva tells him they don't have a warrant. Tony points out that the building has been foreclosed on and is owned by the bank and because people technically own the bank, they can enter. Ziva picks the lock and they enter the building. She says their friendly counselor wouldn't like them picking the lock. "Let her spend the night working a homicide. I'll tell ya, things aren't so black and white when the walls are all splattered with red are they," Tony says. Ziva turns around, shining her flashlight on Tony and says, "Or when your way of life is threatened." "Exactly," Tony says as he sits, then ask if Ziva is mocking him. Ziva says she wasn't mocking him, it's just that when she was held hostage, Saleem used similar justifications for his actions. Tony reminds Ziva Saleem was a terrorist. Ziva laughs and says she's sure Tony would just say he was protecting his way of life. Tony looks at her questioningly and asks if she's defending Saleem. She assures him she's not. Ziva talks a little about her experience when she was held hostage. Tony walks up behind her and quietly says she never talks about it. Ziva stops, turns and asks what there is to talk about. "Come on Ziva," he says quietly. Ziva's defenses melt and she tells him, "What Saleem did was bad enough, becoming like him would be worse." She turns and walks away then notices there is fresh food on the table. Looking inside a trash barrel Tony says, "Looks like they had a little bonfire before they split." They notice all the material on the table and realize whoever was there was building a bomb.

Still in her Hazmat suit, Abby walks into her lab with McGee. She tells him she found traces of Cobalt 60 on all the evidence Tony and Ziva collected from the warehouse. McGee points out the yellow Hazmat outfit and asks if it's safe. "Oh yeah, this was just way to cool to take off and I like the sound it makes when you move," Abby says as she does a little robotic movement. Tony and Ziva found fingerprints, but based on the deterioration of skin oils, Abby believes they are from the building's old occupants but she's running the prints. "Any idea how big a bomb could be out there?" McGee asks. Abby tells him it looks like they have enough to blow up Roman Vega's car fives times over so quite a bit of it is still out there. Tony and Ziva also brought her an old laptop that is burnt to a crisp, but Abby thinks she can still get something off the hard drive. McGee tells her to let him know because he has to report back to Gibbs. As he starts to leave, Abby calls for him to wait. When she doesn't say anything, McGee asks what she wants. Abby is disappointed because she had her entire presentation laid out so her decryption alga-rhythm machine would go off as soon as she was done. As soon as she finishes speaking, the beeper on her machine goes off, "Better late than never," she says. Only two items show up on the laptop, an encrypted video file and solitaire. "I guess terrorists get bored to," Abby says. They play the video and it's Corporal Vega telling someone to wait for him before delivering the package. Abby believes the package is the rest of the bomb and with Vega dead, they bought themselves some more time. "I'm afraid not as much as you might think," Ducky says as he walks in. Ducky hands Abby a sample, then flustered leaves to talk to Gibbs. After a quick glance at Abby, McGee follows.

Ducky and Gibbs walk into autopsy, as Ducky is telling Gibbs the cause of death was due to multiple traumas caused from the explosion. The doors to autopsy open and they stop in their tracks. Palmer has headphones in and he's tap dancing in the middle of the exam area. When he turns around, Palmer sees the duo standing there and stumbles out that Tony invited him to the Tap Dancing competition, then stops and says it's not important, it won't happen again. Ducky shows Gibbs a cigarette lighter burn on the corpse that wasn't self-inflicted but was caused before the explosion. They believe someone else was in the car but got out in the middle of the police chase without being seen. Ducky tells Gibbs he sent Abby a DNA sample to run but they made a dental impression on 'the most perfect set of teeth' Ducky has ever seen. The victim had all of his wisdom teeth but records show that Corporal Vega did not have his wisdom teeth. "This isn't Vega then," Gibbs says. "The Corporal is alive, to give whatever orders he wishes whenever he wishes," Ducky finishes.

McGee and Gibbs meet with Vance in his office. "This isn't Corporal Vega? Then who is it?" Vance asks. "His name is John Cook," Gibbs says. John Cook was a former sergeant that served briefly in the second Gulf war but was dishonorably discharged for looting. They realize based on fingerprints that Cook was involved, not a victim. Vance wants to know how they will stop the bomb but Cook was their best link to Vega. McGee pulls up the bank records and credit card statements but nothing unusual shows up. At the same time, both Gibbs and Vance point to the screen and say, "Back it up." Vance points out that Ducky said Cook had perfect teeth. Gibbs points our charges on the credit card statements and asks, "Then why was he going to a new dentist every two days?" "That does qualify as unusual, I'm going to go find out," McGee says and leaves the room. Vance has to brief the Joint Chiefs and wants to know if Gibbs has any idea how Vega plans to relay the detonation orders. Vance points out that while the bomb will injure people, it's the panic that will cause the harm. When people get scared, it gets deadly. "Been having second thoughts about my testimony against the defense contractor bill, seemed like overkill, yesterday," Vance says.

Ziva and McGee question another dentist, Dr. Shore. Shore tells them Cook was a walk-in, showed up, wanted his teeth cleaned then left. Shore also tells them Cook had about the most perfect set of teeth he's ever seen. "We heard, from the last two dentists we visited," Ziva replies. "Yeah, well working on him was almost orgasmic," Dr. Shore says. "Didn't really need to hear that," McGee responds. "His retro-molar pad was shaped just liked a renaissance bosom," Shore adds. "Okay, we're gonna go, thank you," McGee says as he stands up. Dr. Shore asks if Cook had anything to do with the robbery. When asked for more information, he tells them a few days after Cook came in, someone broke in and cleaned out all their x-ray machines. He tells them there were 15 top of the line machines, Cobalt based units, in the practice. Just then, Dr. Shore gets paged to go into Room 1 so he excuses himself. McGee says it explains the credit card statements; Cook was cruising dentist offices looking for radio active material. Ziva asks if the Cobalt machines are enough to make a dirty bomb. McGee tells her once the material's powderized, it's enough to make five.

Back at the squadroom, Tony is on the phone with McGee listening to the information they've just gotten. Tony is watching the alerts on the news. He tells McGee to tell Gibbs and get back to the office, he's got 'computery stuff' to do. "Tell Gibbs about what?" Allison asks walking up behind Tony. He comments that she's still there. She says she's not leaving until her client is released. "Well we could always have security escort you out," Tony tells her. She gives Tony a look then turns and walks towards Gibbs' desk. Tony tells her he was just playing with words, putting them together. Tony tries to stop her but Allison sits in Gibbs' chair. She asks where Gibbs is, noting that he hasn't left MTAC all day and she hopes it's not because of her. Tony tells her it's probably because of the terrorist attacks her client is planning. "Allegedly planning and I was surprised as you were that he was still alive," Allison says. She lifts up a photo from Gibbs desk and asks who cuts his hair. She tells Tony you can tell a lot about a man by who cuts his hair. Tony runs his hand lightly over his hair then asks her who cuts her hair. She tells him her sister does and has for years. She believes Tony pays more on his hair than it costs to feed a third world family for a year. Tony nervously laughs then asks how much that costs. Allison sees Gibbs getting his hair cut at the same "Mom & Pop" shop he's been going to for years. Gibbs walks up and tells her to get out of his chair then asks Tony if he's talked to McGee. Tony cryptically tells Gibbs that 5 was the plan. When they both look at Allison, she says she'll gladly leave when Gibbs releases her client. Gibbs starts to make a phone call and she disconnects the line. Allison threatens to file a lawsuit against NCIS and Gibbs, personally for violating the law and her clients rights. Gibbs smugly smiles at her, then says "DiNozzo." Tony rushes to his desk saying he'll call security but Gibbs tells him to let Alfonso go. After a brief moment to question his orders, Tony returns to his desk to have Alfonso released.

Ziva and Tony follow Alfonso and notice he's being cautious. He's stopped at three different places since his lawyer dropped him off at home. "Why do I get a funny feeling Gibbs planning on using this guy as bait from the beginning?" Tony says while Ziva takes photographs. Ziva smiles and says, "Because he's Gibbs" then gets out of the car to follow Alfonso. Tony hopes he's not around when Miss Hart finds out Gibbs used her client as bait, then he rethinks it might want to be there. Through their communication pieces, Ziva says it's all assuming it's the meeting place for the brothers. Tony looks up and see's Ramon come out of one of the apartment buildings. Ziva and Tony corner the Vega brothers and Ramon tells them they are making a mistake. Tony says he knows a quaint place where they can talk.

Gibbs sits down in interrogation with Ramon Vega. Ramon tells Gibbs he'd already told the other agents he wouldn't talk without his lawyer present. Gibbs says she's already on her way. "So you can't ask me any questions?" Ramon asks. "That is right," Gibbs replies. After a moment, Ramon tells Gibbs he has the wrong guy, he's not a terrorist. Gibbs pulls the remote out and hits play. Ramon watches the video of himself giving instructions on the bomb. Ramon says he can explain it and Gibbs says he can't wait. Ramon tells Gibbs to screw the lawyer and wants to talk. Gibbs stops him, then slides an attorney waiver and pen to Ramon. After a moment's hesitation, Ramon signs the waiver and gives it back to Gibbs. Gibbs stands up, slams his hand on the table and yells, "What is the matter with you Marine?" Ramon insists he's being set up. Ramon says he doesn't know the man's name but the man said he worked for the Department of Defense (D.O.D.) and was told they needed Spanish speaking Navy men to perform on a top secret training video. Gibbs holds up a photo of Cook and asks if that is him, and Ramon confirms it. Gibbs tells him he doesn't work for the Department of Defense. Ramon says Cook had all the credentials. Cook took him to a building set up to look like a terrorist hideout and he recorded all kinds of messages for the video. Ramon said it was all supposed to be fake and Gibbs tells him it wasn't. After a few days, Ramon noticed someone following him so he got suspicious and started asking around. Nobody had heard about it so he knew he was in trouble. Ramon didn't know who he could trust so he went to Attorney Hart. Before he could follow-up, his recruiter showed up, stuck a gun in his back and told him to drive. Ramon saw a cop so he blew a stop sign to draw attention to himself, then jumped out in an alley and the recruiter had no choice but to keep going. Right after Ramon called his brother, he heard the explosion and figured playing dead was the better thing to do. Ramon tells Gibbs he has no clue about the terrorist attack being planned.

Tony and Gibbs go to Abby's lab. Tony confirms cell phone records between Hart and Ramon. They also found traces of blood on the street where Vega jumped from the car. Abby confirms the blood belongs to Ramon Vega. Gibbs asks about Ramon's trips to Peru. Abby pulls up photos of Ramon and his girlfriend, whose a Nurse in Lima. Tony says there's no way Ramon is their guy because no guy in the world would be a suicide bomber with a girlfriend like that. Gibbs says Ramon claims he was set up and they needed a fall guy, so Ramon fit the bill. Tony comments about losing their #1 suspect, Cook. Ziva walks in and tells them they have a second suspect. Dr. Shore left for lunch after they chatted with him and never returned. Gibbs tells her to put out a BOLO on him. Ziva says she's already done that, she came down for another reason and turns on the television. The local news station received an email from "Libertad Nueva" saying unless the U.S. halts their anti-drug operations in Peru, they would detonate one dirty bomb in the D.C. Metro area per hour. Homeland Security was advising everyone to stay home but panic had become the greater threat.

Heading back upstairs, Gibbs tells Ziva to get a copy of that email immediately. Gibbs wants DiNozzo to talk to the Metro P.D. and McGee is to find Dr. Shore. Vance comes in looking for something he can bring to the Joint Chiefs. Gibbs tells him he can't have Vega, but he can have the lawyer. Vance says he's already banned her from the building. McGee finds activity on a website Dr. Shore owns, it's a social networking site for oral care. Shore uploaded photos of a local bus station and they were viewed from Lima, Peru. They realize that's how they are conveying the information about their target. Gibbs grabs his team and heads out.

The team shows up at the bus station along with the police. McGee hands out radiation sensors to each team member then Gibbs orders him to follow him inside to find the bomb. "Don't make me say it McGee," Tony says. "I'll be careful Tony," McGee says as he heads inside the building. As the two of them head inside, customers and employees at the bus station are rushing out in a panic. They begin rushing around inside the terminal searching baggage by using the sensors. McGee notices a signal that is blocking the sensor and he heads towards it. They find the bomb inside a lead lined small package. McGee tells Gibbs they have enough time to run, the building's been evacuated they can just let it blow. Gibbs tells McGee to leave but McGee tells Gibbs he's disobeying the order and remains. With only five seconds on the timer, McGee starts to tell Gibbs to cut the black wire but Gibbs cuts the red one. Once he does, the timer stops at two seconds.

In the lab, Abby tells Gibbs McGee was right that there was a tamper resistant circuit. As soon as Gibbs cut any wires, the bomb should have detonated. Abby tells him the bomb was made incorrectly. The first bomb, in Vega's car, was to strong and she thinks they overcompensated and made the second one to lean which is why it didn't detonate. She tells Gibbs the terrorists get an 'A' for terrorizing but an 'F' in bomb making. Ziva and Tony come in and tell Gibbs whoever left the bomb knew to avoid the cameras. "I vote for the dentist. Ever since Marathon Man, I vote for the dentist," Tony says. McGee comes in and hands photos of Dr. Shore to Gibbs. After the BOLO went out, Metro PD found Shore's body under a bridge. They are calling it a suicide because Shore left a note and took credit for everything. Ziva, Tony and McGee go over the evidence and feel something doesn't add up. At first, Ramon Vega was the fall guy but now the terrorists are getting sloppy. Gibbs looks at the evidence photos, then the news on television about wide-spread panic and heads out in a hurry.

Gibbs and Vance walk into Vance's office where Walter Kane is waiting. Vance tells Gibbs if he's wrong, they are putting a lot of lives in jeopardy. "I'm not," Gibbs says as he closes the door. Kane says he got there as quick as he could. Vance thanks him, then dismisses the Agent waiting in the room with Kane. Vance wants to run something by Kane before heading to the Joint Chiefs. He tells Kane that the next bomb is set to go off in twelve hours and to prepare, Gibbs feels they should do nothing. Gibbs says there isn't going to be another bomb, and Vance adds it's all for show. Kane asks what the end game is. Vance turns on the television and tells Kane the Senate is set to vote on a new defense bill that night, it's a terrible bill that is never going to pass. After the attacks, Vance says it looks like the bill might go through. Kane wants to know if they think Libertad Nueva is trying to influence the Senate vote. "No, you are," Gibbs says. Vance tells Kane they did some checking and Kane's company stands to make tens of billions of dollars should the bill pass. Gibbs says it's funny because all the information they got on Libertad Nueva came from Kane's company. All NCIS could do to verify it independently was a kid with a website. A 13-year-old kid. Vance and Gibbs accuse Kane of making all of it up, creating fake intel for personal gain because no Senate member would ever vote against any defense bill at threat level red. Kane stands up and says, "This is ridiculous." "Sit down," Vance sternly tells him. NCIS traced the IP address that uploaded the photos to a computer in Kane's office. "You did your best to camouflage it. Well I guess we just have better nerds than you do," Vance says. Vance demands that Kane cop to it right then so they can get the city off alert and offers to have the Attorney General waive the death penalty. Looking at his watch, Gibbs tells Kane he has ten seconds. "After that, you can start thinking about which vein you want us to shut you off with," Vance says. Kane says he needs to talk to his lawyers first. Ziva comes barging in and tells them they finally traced the IP address that uploaded the photos to a computer in Kane's office. "You were bluffing," Kane says. "Cuff him," Vance tells Ziva.

Gibbs arrives home and finds Allison Hart sitting on his couch. "Am I the only one who needs a warrant?" he asks. She tells him the door was unlocked. "Well that's gonna end soon," he tells her. "How dare you use my client as bait," she says. "Your client was lying to me. He knew how to find his brother," Gibbs replies.
She tells him Alfonso was protecting his brother, Roman was innocent in case Gibbs didn't notice. "Well then he didn't need protection," he says. "Oh is that how it works? You never put the wrong guy away," she replies. "And you've never helped the wrong guy get away?" he asks. Gibbs walks towards her, turning on the living room light. "That's a very nice suit your wearing. Roman Vega isn't going to pay for that. It's scum like Colonel Bell that do," Gibbs tells her. "Everyone is entitled to a defense," she responds. He tells her that she doesn't have to be the one to do it. "I guess with rates like yours, you don't ask to many questions," Gibbs says. Allison tells him she does plenty of pro-bono work. "Yeah I checked into that. You get maybe 5 requests a week but the only ones you seem to do are the ones that take you across my path," he tells her. "Are you really that conceited?" she asks as they each take a step closer to one another. He argues that she's standing in his house and she didn't know anything about Roman Vega but took him on as a client anyway. They each take a step closer to each other. "You knew that it was going to land you in front of me," Gibbs tells her. "Don't flatter yourself," she replies. Nearly nose to nose, Gibbs says, "And yet here you are, again." She tells him she has her reasons. "Yeah and I have a job to do and you keep getting in the way," he says as he leans forward. They both look at each other's faces, then lean in.......
